[13]     Concurrent documentation is the preparation of contract documentation prior to completion of the Committee’s inquiry and report to Parliament. All documentation must be clear the project remains subject to Parliamentary approval. The Committee only approves requests for concurrent documentation when the evidence provided to it of sufficient quality that the Committee can completely satisfy itself as to the merits of the project and the capacity of the agency to undertake the works.
